The Project is an close examination of monitoring and compliance enforcement by the Office of Oil and Gas of 19 Underground Injection Control (UIC) wells used for disposal of oil and gas wastes. These are UIC Class II wells.
The site has three sections: the wells, documents, and database.
Information about the individual wells is accessed through this page which has links to each well's page. Each well's page will have basic information about that well and links to documents relating to monitoring and compliance enforcement.
The documents section holds a variety of documents covering background issues and topics. There are two sections, primacy documents and background documents.
Primacy documents as a section is devoted to West Virginia's primacy under the EPA for its UIC program. The state's primacy application is available for study as are some other states' applications.
Background documents as a section is devoted to materials which support a broader understanding of the state's program and major issues. West Virginia's laws and regulations have undergone changes over the years and there are copies of historic and current laws and regulations for study. Examples of West Virginia UIC Class II permits dating back to 1971 for one well give insight into the permitting program. A number of the EPA's guidance documents related to Class II injection are also available.
The database is a collection of records for the 19 wells copied from the Office of Oil and Gas' online public databases. Each well's records as an Excel workbook is available for download from that well's page. All of the wells' records for inspections, Notifications of Violation, permitting and MITs were copied in single Excel worksheets available for download as a single workbook. That workbook also includes annual WR40 monitoring report information provided by the Office of Oil and Gas for 2010 to 2015. The database tables on this site are an abbreviated presentation of the state's records in that all of the columns of information are not presented.
